Garden Grove's municipal code has no sewer title at all. The answer is in the Garden Grove Sanitary District's Code of Regulations, whose section 4.10.120 provides that "all residential connections and appurtenances thereto now existing or hereafter constructed, shall be maintained by the owner of the property served in a safe and sanitary condition and all devices or safeguards which are required by this title for the operation thereof shall be maintained in good working order". The District puts the same thing in a reader's words on its own sewers page: "property owners are responsible for the maintenance, repair, and cleaning of the sewer lateral from the house to the public sewer system".

What else is worth knowing
Nothing splits the pipe. What is missing is a definition rather than a division: the Code of Regulations never defines "residential connection", and it does not define "building sewer" or "house sewer" either, so the extent of the owner's run has to come from the District's own description of it rather than from a defined term. That description is consistent across three documents - the regulation, the District's sewers page and the City's management plan - and all three put the whole run on the owner, so the answer is not in doubt even though the drafting leaves the term open.

    Garden Grove Municipal Code section 11.04.190 provides that "no person shall make excavations in or under the surface of any street or sidewalk for the installation, repair, or removal of any pipe, conduit, duct, or tunnel, or appurtenant work, without first: A. Making and filing a written application with the City. B. Receiving a written permit from the City". The District's regulations put the whole lateral on the owner, so this is the permit that governs reaching the part of it under the road.

    What to do: Ask the City's public works counter for the excavation permit and confirm that your job falls under the section 11.04.200 waiver, because a service connection or a repair should not need a plat. Check the compaction requirements in sections 11.04.320 and 11.04.330 with your contractor before the trench is backfilled, since those are inspected. If the lateral has already failed, the emergency provision in section 11.04.310 lets the work start first.

    Why this matters

    The wording reaches a repair rather than only a new installation, which is what makes it the relevant permit for a failed lateral rather than just for a new connection. Two details make the paperwork lighter than it looks. Section 11.04.200 waives the plat that would otherwise accompany the application where the excavation is for a service connection, for locating trouble in a pipe, or for making repairs to one - so an ordinary lateral repair does not need a drawing prepared. And section 11.04.310 allows an emergency excavation to proceed ahead of the permit. What is worth watching is the clock at the other end: section 11.04.240 voids the permit if work has not commenced within six months, with a thirty-day extension available, so a permit taken out early against a repair that is then deferred can lapse before the work happens.
