Hours, after-hours and sourcesIf a repair needs a permit or an inspection
- Who issues it:
- City of Escondido, the Building Division for the repair permit and Field Engineering for the encroachment permit
- What it covers:
- any sewer lateral repair, including repairs on private property, with an additional encroachment permit where the work digs in a street or other public right-of-way
Escondido requires a permit for lateral work wherever the pipe is, and writes the surprising part in brackets itself: "before any work is begun, a City of Escondido repair permit is required (even for repairs on private property)." If the job reaches the road there is a second one - "if a sewer lateral repair involves digging in a street or other public right-of-way, an encroachment permit will also be required". The City allows owners to do the work: "the property owner can hire a contractor to make repairs or, if equipped, can make repairs themselves." How the pipe meets the main is fixed by the City's design standard: laterals under eight inches are joined "with PVC mainline wye fittings or Inserta-Tees. Saddles or break-in taps shall not be used."
Who is responsible for which part
Who to call first
City of Escondido Public Works
The lateral is the owner's "from the house up to the point of connection with the public sanitary sewer main", and Escondido spells out the part people get wrong: that includes "the portion located beneath the sidewalk and street". The City maintains the mains and nothing else - and stamps an "S" into the kerb face where your lateral crosses it.
- The property owner
- The whole lateral, pavement and road included. The City states that "it is the property owner's responsibility to maintain and repair their own sewer lateral from the house up to the point of connection with the public sanitary sewer main", and that this "includes both the portion on private property and the portion located beneath the sidewalk and street up to the point where the lateral connects to the public main". Its Wastewater Collections page says the same: owners are "responsible for all maintenance and repair of their lateral ... which also includes the portion under the sidewalk and street".

Most relevant if you have received a notice from the city or district
No rule on file here is specific to a notice from the city or district; that does not mean none exists.

What to do: Follow the City's own checklist in order: obtain the repair permit from the Building Division on 760-839-4647, call Underground Service Alert on 811 at least 48 hours before digging, and obtain an encroachment permit from Field Engineering on 760-839-4664 for anything outside your property line. Before you accept a quotation, ask how the contractor intends to connect to the main - a wye fitting or an Inserta-Tee is what the City requires, and a saddle or break-in tap is not permitted. If your building's pad sits below the rim elevation of the upstream manhole, ask about a check valve or pop-up relief valve too: installing it and keeping it working are yours.
City of Escondido, Wastewater Division - Sewer Repairs FAQWhy this matters
Two things here run against what a homeowner would assume. The first is that a repair in your own garden still needs the City's permit, and Escondido's parenthesis exists because people get that wrong. The second is the fitting. Santa Monica's own crews install a saddle as the standard way of tapping a main; Escondido forbids saddles and break-in taps outright. A contractor who has worked in a neighbouring city and quotes a saddle tap has quoted work this City will not accept, and new connections are inspected at the main by City staff. Since the owner's lateral here runs beneath the sidewalk and the street, an ordinary repair near the kerb is usually both permits rather than one.

How this compares to neighbouring cities

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. One of the two authorities does not say where its side ends, so the two answers cannot be compared here.
