Who is responsible for which part
Carlsbad states both halves in one section and in unusually modern language. Section 13.04.045 provides that "Maintenance of all sewer mains dedicated to and accepted by the city shall be the responsibility of the city", and that "The property owner or occupant/user is responsible for the maintenance, repair, and replacement of the sewer lateral from the sewer main to and including the building". Cleaning is assigned separately and in the same direction - the owner is responsible "for the cleaning and removal of blockages in the sewer lateral from the property being served to the sewer main".

Section 13.04.010 defines the pipe - a "building or house sewer", also known as the lateral, is "a pipe or conduit carrying sanitary sewage and/or industrial wastes from a building to the public sewer or a common sewer" - and a "sewer main" is "any public sewer used to collect and convey sewage or industrial wastes to a publicly owned treatment works". The City keeps no part of that run - its own duty starts where yours stops and goes no further, because section 13.04.045(A) limits it to sewer mains "dedicated to and accepted by the city". Acceptance is doing real work in that sentence: a main that exists but has not been accepted is not covered by it either.
- What else is worth knowing
- Two things qualify this and the first one decides whether it applies to you at all. Section 13.04.045(B) is written to reach laterals "connected to the city's sewer mains", so it governs the properties the City collects from rather than every address inside the city limits - and Carlsbad is not the only collector here. The City's own code names the others: section 13.04.010 defines the public sewer by reference to "the cities of Carlsbad and Vista, the Vallecitos Water District, the Leucadia Wastewater District, the Buena Sanitation District and Encinitas Sanitary District", all members of the Encina Joint Powers Authority. If a district rather than the City bills you for sewer service, that district's own rules govern your lateral and this section does not. Which body serves a particular street is a question for the City or the district, and worth settling before any work is priced. The second point is a permission rather than a limit, and it is unusual enough to be worth knowing: subsection (C) grants a revocable licence to owners who have connected lawfully "to retain his or her current sewer lateral placement within the city's right-of-way". Your pipe sits under the public road by the City's leave, which is revocable - not by right.
What is required
Two permissions, and the sewer code points at the second itself. Carlsbad Municipal Code section 11.16.050 provides that no person shall "Make or cause to be made any excavation or opening, fill or obstruction in, over, along, on, across or through any public place for any purpose whatsoever" without first obtaining a valid right-of-way permit. Separately, section 13.04.050 provides that "No person shall enter, obstruct, uncover or tamper with any portion of the public sewer" without the written permission of the Utilities Director.
What to do: Apply for the right-of-way permit under chapter 11.16 and ask the Utilities Director's office, in the same week, what written permission it needs for the work at the main - they are separate approvals from separate departments and a contractor who has one may not have the other. Ask what performance deposit and insurance chapter 11.16 will require for your trench, because both are conditions of the permit rather than extras. If your sewer bill comes from a district rather than the City, ask that district first whether the City's right-of-way permit is still the one you need.

The second of those is worded more widely than most sewer-chapter permits and the difference matters for a repair. It reaches uncovering and tampering, not only connecting, so exposing the public sewer to work on the joint where your lateral meets it needs the Utilities Director's written permission in its own right. The sewer code does not leave the street permit to be discovered either - section 13.04.045(D) requires property owners to comply with chapter 11.16 "prior to performing any work in, or encroaching upon, the city's right-of-way". And the reason your work is in the right-of-way at all is the same section's subsection (C), which lets you keep the lateral there under a revocable licence rather than by right.
