Four ordinary building projects put a camera down the lateral here, at the owner's expense. Section 6.03.020 of the Costa Mesa Sanitary District Operations Code requires owners "to cause an inspection of their sewer lateral prepared by a licensed plumber and utilizing closed circuit television (CCTV) or other inspection determined by the District Engineer to be equivalent" in four circumstances: "whenever a condominium conversion is proposed", "whenever a remodel costing in excess of $25,000 or whenever an enlargement of 200 square feet or more is added to a dwelling", "whenever two or more plumbing fixtures are added", and "whenever a sanitary sewer overflow occurs at the property".

Who is responsible for which part

Costa Mesa Sanitary District answers this more completely than most, and it answers the two things that usually go unsaid. Section 6.02.020 of its Operations Code provides that "the property owner shall maintain the lateral that connects to District's sewer main, including any portions that may lie within the public right of way or Costa Mesa Sanitary District easement". And the definition settles where that run ends: a lateral "is that entire underground pipe structure including the connection between the sewer main and the structural improvements on private property and shall include both the portion on private property and the portion in the public or District right of way". So the length under the road is yours, and so is the joint at the main.

What to do: If you are planning a remodel near the twenty-five thousand mark, an extension approaching 200 square feet, or a new bathroom, ask the District whether a CCTV inspection will be required before the work is designed - the thresholds are precise and a small change to the plan can sit either side of them. Ask at the same time whether an inspection already on file covers you under section 6.03.025. If one is required, budget for it and for the possibility that it finds something, because the whole lateral is yours to repair.
