Who is responsible for which part
Where Camarillo Sanitary District collects the sewage, the owner maintains the whole side sewer, from the building to the District's main. The District's Operations Code provides that "Side sewers shall be maintained by the owner of the property served thereby."
- The property owner
- The side sewer, which the Operations Code defines as "the sewer line beginning at the foundation wall of any building and terminating at the main sewer and includes the building sewer and lateral sewer together." The building sewer runs from the building to the property line, and the lateral sewer is "the portion of sewer connecting a building sewer to the main public sewer", so the length from the property line to the main is the owner's to maintain as well. The code does not say who has the fitting where the lateral joins the main. The District's 2025 Sewer System Management Plan says that "The District does not own any portion of the service lateral", and puts maintenance and repair on the owner "up to and including the wye connection at the sewer mainline".

What to do: Before working on the lateral or connecting to the District's sewer, apply to Camarillo Sanitary District for a written permit and pay its fees. Where a lateral is built or connected to a main in the street, get the encroachment permit the City of Camarillo or Ventura County requires for that location. Give the District Engineer at least two working days' notice before the work starts, and leave the trench open until the work has been inspected and approved.
Camarillo Sanitary District Operations Code (adopted by Ordinance No. 7; updated through CSD Ordinance 95, adopted 14 December 2022)Why this matters
The owner maintains the whole side sewer to the District's main, the length beyond the property line included, but needs the District's written permit to build a building sewer or lateral sewer, to connect to or disturb the public sewer, or to do any work on a plumbing or drainage system. Connecting a lateral to a main in the street needs a second permit too: there, "an encroachment permit will be required from either the City or the County, depending on the location of the particular sewer." Nothing may be covered until the District Engineer has inspected and approved it, and covered work can be ordered uncovered for inspection.
