Biggs splits the lateral at the property line. Section 10.05.224 of the City's code provides that the owner "shall maintain such laterals, similar pipes and appurtenances from the premises which such facilities serve to the property line of the property", and that "The city shall maintain such facilities from said property line to the city's sewer main."

What else is worth knowing

The line is the property line. The owner pays to install the lateral all the way to the main, but maintenance changes hands at the property line. If the owner does not maintain the owner's part after 10 days' written notice, or less in an emergency, section 10.05.226 lets the City do the work and charge the owner the actual cost. The City's sewer page says "We will check the City portion of the sewer line for problems at no charge to you." These sections govern property on the City's sewer.

    Biggs Municipal Code section 10.05.226 provides that if an owner "fails to maintain the sewer lateral(s) and/or other pipe(s) connecting the property to the sewer main" as the code requires, then "after 10 days' written notice (or less, in the case of an emergency), the city, in its discretion, may undertake to perform such maintenance work and will charge the owner the actual cost of such work."

    What to do: If the City sends written notice that your lateral needs maintenance, arrange the work before the notice period ends, or expect the City to do it and bill you. For a sewer problem, the City's sewer page asks you to call the City first.

    Why this matters

    The owner maintains the lateral from the building to the property line, and the City from the property line to the main. The charge for work the City does on the owner's part is added to the service bill or billed directly, and if it is not paid on time it may become a lien on the property, collected with the property taxes.
