City of Biggs
24-hour Emergency Line: 530-682-0770
What happens: the City checks its portion of the sewer line at no charge
Biggs splits the lateral at the property line. Section 10.05.224 of the City's code provides that the owner "shall maintain such laterals, similar pipes and appurtenances from the premises which such facilities serve to the property line of the property", and that "The city shall maintain such facilities from said property line to the city's sewer main."
- Biggs
- The lateral and any similar pipes and appurtenances from the property line to the City's sewer main.
- The property owner
- The lateral, similar pipes and appurtenances from the building to the property line. Installing the whole lateral is the owner's cost: section 10.05.222 provides that laterals and their appurtenances "connecting any property to the city's sewer mains shall be installed in conformity with applicable law by and at the sole expense of the owner of the property which such facilities serve."

Most relevant if you are repairing or replacing the pipe
No rule on file here is specific to repairing or replacing the pipe; that does not mean none exists.
Also in force here
Biggs Municipal Code section 10.05.226 provides that if an owner "fails to maintain the sewer lateral(s) and/or other pipe(s) connecting the property to the sewer main" as the code requires, then "after 10 days' written notice (or less, in the case of an emergency), the city, in its discretion, may undertake to perform such maintenance work and will charge the owner the actual cost of such work."
What to do: If the City sends written notice that your lateral needs maintenance, arrange the work before the notice period ends, or expect the City to do it and bill you. For a sewer problem, the City's sewer page asks you to call the City first.
Biggs Municipal Code section 10.05.226, Sewer lateralsWhy this matters
The owner maintains the lateral from the building to the property line, and the City from the property line to the main. The charge for work the City does on the owner's part is added to the service bill or billed directly, and if it is not paid on time it may become a lien on the property, collected with the property taxes.
