Who is responsible for which part
Beverly Hills says outright that the length under the street is yours. Section 6-1-303 defines the private sewer lateral as the piping "located between the property line and the public sewer main", and provides that "Although it is located in the public right-of-way, the private sewer lateral, including its point of connection with the public sewer main, is private property owned and maintained by the property owner."
- The property owner
- Everything from the building to the main, the connection itself included: the building sewer on the lot and the private sewer lateral under the street. Section 6-1-307 provides that "Private drainage systems shall be maintained by the owner of the private property in good operating condition", and that maintenance includes "periodic inspection of all components of the drainage system" and repair, cleaning and root removal as needed.

What to do: Before replacing your lateral or reworking its connection to the main, have a licensed contractor apply to the Department of Public Works for the sewer permit, and book the inspector for any tap.
Beverly Hills Municipal Code section 6-1-309, Sewer connection regulations for residential, commercial, and industrial propertiesWhy this matters
The owner keeps the lateral and its joint with the main, so replacing the lateral - or any repair that reaches the connection - is work on the City's sewer as well as your own pipe, and needs the Director of Public Works' permit first. A new tap has to be made by a licensed contractor with a City inspector present, which sets the schedule.
