Beverly Hills says outright that the length under the street is yours. Section 6-1-303 defines the private sewer lateral as the piping "located between the property line and the public sewer main", and provides that "Although it is located in the public right-of-way, the private sewer lateral, including its point of connection with the public sewer main, is private property owned and maintained by the property owner."

One lateral may serve one lot only: section 6-1-307 provides that "No more than one lot shall be connected to any one private sewer lateral, except as permitted in writing by the Director of Public Works". These sections govern property on the City's sewer; check the name on your sewer bill if you are not sure the City serves you.
What is required
Beverly Hills Municipal Code section 6-1-309 provides that "No person shall connect to or tap a public sewer of the city or maintain a connection or tap to such sewer without obtaining a permit from Director of Public Works." Where a new tap is needed, "All tapping of public sewers shall be made (1) by a contractor or plumber holding a valid license issued by the Contractors State License Board of the State of California (2) in the presence of and to the satisfaction of an inspector".
What to do: Before replacing your lateral or reworking its connection to the main, have a licensed contractor apply to the Department of Public Works for the sewer permit, and book the inspector for any tap.
