Who is responsible for which part

American Canyon splits the street length of the lateral by kind of failure. Section 14.12.220 provides that "The responsibility for the structural maintenance of lateral sewers shall be the responsibility of the city of American Canyon", subject to the exception that "The owner of the property served by the lateral sewer shall be responsible for all other failures of the lateral sewer including, but not limited to, plugs and clogs of the pipeline."

Every other failure of the lateral sewer - from the clean-out in the public right-of-way or easement, or the property line where there is none, to the main - "including, but not limited to, plugs and clogs of the pipeline". The code does not say in terms who maintains the building lateral on the lot, which runs from the building "to the property line or to a private sewage disposal system"; section 14.12.110 puts sewers inside private property under the plumbing ordinance.

What else is worth knowing

The question is what failed. A blockage anywhere along the line is the owner's to clear, even under the street; a structural failure in the street length is the City's to repair. The owner's lateral must also have a clean-out approved by the City's public works department within the main sewer's right-of-way or easement, and the City may charge for building one. These sections govern property on the City's sewer; check the name on your sewer bill if you are not sure the City serves you.

    The permit covers repair as well as installation, and it reaches the whole side sewer - the building lateral on the lot as well as the length under the street. For the street length, the City takes on structural repair while the owner clears blockages, so knowing which kind of failure it is matters before anyone applies; the code does not say who maintains the building lateral itself.
