Who is responsible for which part
Midland maintains the water service from the main to the meter. Section 3-1-20(G) of the Midland Municipal Code provides that the "Utilities Department will maintain, at its own expense, and at their original sizes, all services from the main to the meter so long as the consumer continues the use thereof." This is Midland's own statement.
- Midland
- The water service from the main to the meter, at its original size, for as long as the customer keeps using it.
- The property owner
- The piping on the customer's side of the meter. Section 3-1-20(G) requires the customer to keep the copper piping on that side in proper condition so the meter can be changed out without breaks or leaks.

Texas publishes no statewide inventory of what service lines are made of. Each water system filed its own with the State, and federal rules require the utility to make it public, so the utility is the place to ask what is recorded for this address.
Midland: official siteWhat this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- This answer applies inside the area the State maps for Midland's own water system, which does not follow the city limits: some addresses in the city are served by another supplier, and some outside it are served by the city. An address search checks which side an address is on.
- This authority's service line inventory - the record of which pipes are lead, and where - has not been matched here yet. Ask the utility for yours.
Your other pipe: the sewer lateral
For the sewer lateral, Midland gives the opposite answer to the one above:
In Midland the property owner maintains the whole sewer lateral, from the house to the main, including the part under City right-of-way. Section 3-1-19(E) of the Midland Municipal Code makes the City's sewer customer "solely responsible for all maintenance of, and service costs incurred in connection with, said laterals between the house or other structure being served and the main".
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
