What to do: Before repairing or replacing your sewer service line, hire a contractor registered with the City of Arlington and have them get the plumbing permit from the code official. Where the line keeps failing structurally under the street or in an easement, ask the Water Utilities Department first, because the City repairs that part at a set cost.
City of Arlington Plumbing Chapter, section 1.05 (amendment of IPC section 106.1Why this matters
Repairing or replacing a plumbing system regulated by the City's Plumbing Code needs a permit before the work, and only a registered contractor can be issued it. The same chapter regulates building sewers (for example its amendment adding IPC 305.4.1 on sewer depth) and refers to a sewer permit for building-sewer connections, but section 106.1 does not name the sewer service line, so ask the City whether your job is covered. In Arlington the owner maintains the sewer service line up to and including the connection to the main.
