In Yucca Valley, Hi-Desert Water District maintains the service connection up to the meter; everything past it is the owner's. Section 5.20.070 provides that "The service connection extending from the water main to the meter, meter box and service valve shall be maintained by the district", and that "All pipes and fixtures extending or lying beyond the meter shall be installed and maintained by the owner of the property, including the customer's gate valve." This is Hi-Desert Water District's own statement.

Hi-Desert Water District Code, section 5.20.070, Service connections maintenanceWhat Hi-Desert Water District reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Hi-Desert Water District has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 86% of Yucca Valley's land inside the boundary it maps for Hi-Desert Water District. A share of land is not a share of homes: open space counts the same as a dense block. Measured 25 Sep 2026.
- Classified does not mean inspected, and this system inspected less than most. Hi-Desert Water District established 5.0% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Hi-Desert Water District says:
Where Yucca Valley is on the new sewer, the owner keeps the whole lateral clear to the main and the District repairs the part under the street. Section 8.15.150 provides that "the property owner is responsible for maintaining the entire sewer lateral from the structure(s) on the property to the district wastewater main free and clear of debris", and that "If repairs are required in the public right-of-way portion of a sewer lateral, the district will make any necessary repairs at no cost to the property owner" unless the owner caused the damage.
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
