Watsonville splits the water line at the meter by ownership. Section 6-3.410 provides that service connections, "including but not limited to mains, water services, meters, and meter boxes, up to and including the meter become the property of the City upon City acceptance of the installation, whether located on public or private property", and section 6-3.411 that "The water service line from the building to the meter is the property of the owner". This is Watsonville's own statement.

The meter is the line of ownership, and meters sit "at the curb, property line, in City utility easements, or at the locations approved by the Director" under section 6-3.418. The City disclaims your side firmly: "Under no circumstance shall the City be responsible for any damage to the water service line owned by the customer." Fit your own shut-off: customers must install "an accessible water shut-off valve on the customer's water service line, within five (5') feet of the meter", and may not operate the curb stop in the meter box except in an emergency. To report a leak, call the City's Public Works and Utilities Customer Service, 831-768-3133 on weekdays; its page lists water leaks among the matters "Customer Service can help you with", and after hours, "For water leaks, broken traffic signals, sewer leaks or similar emergencies please dial 831-471-1151." Check the name on your water bill: the City serves almost all of Watsonville, but not every address. This answer applies inside the area the State maps for the City's own water system, including addresses outside Watsonville's city limits that it serves; addresses the State maps to another water system are left out, and so is city land the State does not map to the City's own water system.
