Who is responsible for which part
The lateral is the owner's property, not just the owner's expense, and the code says so twice: private sewer laterals "are the property of the property owner and are not part of the public sewer", and nothing in the chapter may be read "as changing the private nature of the private sewer laterals". The definition runs from the building to the public sewer "and includes the wye or saddle at the public sewer".

Section 22.250.020 defines a private sewer lateral as "the privately owned sanitary sewer piping or line connecting the building or other structure to the public sewer, and includes the wye or saddle at the public sewer". Section 22.250.040 requires each property owner to "inspect, maintain in good working order, repair and replace, as necessary, the private sewer lateral" at their own expense, and states that private sewer laterals "are the property of the property owner and are not part of the public sewer".

What to do: Before you commission anything, ask the City's Building and Safety Division whether your property already has a private sewer lateral inspection report or a lateral permit on file from the last ten years - if it does, the requirement is met and you need the record, not a camera. If you do need the survey, tell the plumber it must run from the building to the main "including the wye connection"; one that stops at the property line has not done the job. If defects are found, get the City's written notice of the time in which repairs must be done rather than relying on the six months its web pages mention, and settle with the buyer in writing who is paying.

Two things decide what this costs you, and neither is the plumber's rate. The first is whether you already qualify for the exemption: a lateral inspected or replaced under permit within the last ten years needs no new survey, and the City says its own permitting documents can meet the requirement. Sellers pay for surveys they did not need because nobody checked the building records first. The second is that a defect found does NOT have to be fixed before closing - the ordinance requires disclosure and an agreement on who pays, not completed repairs, and buyer and seller "may agree on who will pay for the costs of the corrective work". Note where the deadline comes from: the code says "the city shall immediately provide notice of the time within which the repairs must be accomplished", while the City's own pages say six months. The notice binds; six months is the expectation.
