Who is responsible for which part
The District maintains the lower lateral and the District cleanout; the owner has the upper lateral, from the cleanout to the building.
- Vallejo Flood and Wastewater District
- The District states it "will be responsible for the clearing, cleaning, repair, and maintenance of any lower lateral and District cleanout", and that where a District cleanout has been installed the lower lateral is "the portion of the lateral from the District's mainline to and including the cleanout". It also states that "only District staff or its approved contractors are permitted to perform any work, including cleaning services or efforts to clear a blockage on a District cleanout, lower lateral, or mainline sewer".
- The property owner
- The District states "the owner of any property served by the lateral is responsible for the clearing, cleaning, repair, and maintenance of the upper lateral" - the portion from the cleanout to the building - and that where an upper lateral is found to admit inflow or infiltration, the owner may be required by the General Manager to correct it.

What to do: Ask Vallejo Flood and Wastewater District whether this property is exempt before arranging an inspection, and if it is a condominium or a mobile home, ask whether the requirement applies at all.
Vallejo Flood and Wastewater District Ordinance No. 2025-73Why this matters
This is an inspection requirement rather than a compliance certificate. The District states that failing to inspect does not affect the legality of the transfer, and nothing in the ordinance requires the lateral to be repaired before a sale. It also states that where the report does not reach the District before closing, the buyer becomes responsible for providing it within thirty days of the transfer. The District's published exemptions cover a lateral replaced under a District permit within ten years, mobile homes and condominiums, and it says further exemptions may be added over time.
Assistance programmes
Vallejo Flood and Wastewater District upper lateral replacement reimbursement
Up to $3,500 towards replacing an upper lateral, and in no case more than was paid for the work. Apply first: the District requires a completed application and its approval before the work qualifies for reimbursement.
The District states the property "must be currently assessed for Sanitary Sewer Service Charges and have no prior reimbursements for the parcel", and that "the lateral must be over 25 years old, constructed with vitrified clay pipe or have structural issues requiring replacement". The no-prior-claim condition attaches to the parcel rather than the owner, so a previous owner having claimed it uses it up.
