Who is responsible for which part

Tracy draws the line at the meter in one section. Section 11.04.060 provides that "The City shall maintain service lines from the main to and including the meter and shall not be responsible for any damages whatsoever from any leak or break beyond the meter." This is Tracy's own statement.

What else is worth knowing

The meter is the whole answer: a leak between the main and the meter is the City's to repair, and one after it is yours - including any damage it causes. The code states the City's duty as maintenance rather than ownership, so it settles who fixes the line, not who holds title to it. Keep the meter box clear: section 11.04.080 bars anyone from placing building material, rubbish or other obstructions "so as to prevent free access" to it. The City's system covers almost all of Tracy, but not every address - check the name on your water bill before relying on this.
