Who is responsible for which part

South Pasadena's water department keeps the service and the meter as its own, with the repair duty for ordinary wear. Section 35.19 provides that "All services and water meters installed by the department shall remain at all times the property of the department and shall be maintained, repaired and renewed by the department when rendered unserviceable through fair wear and tear." This is South Pasadena's own statement.
