The City's Water Division supplies most of South Gate and draws the line at the meter. Its leak flyer says: "If the leak is coming from the inlet side of the meter that is closest to the street, then it is South Gate's responsibility." It also says: "If the leak is on the outlet side of the meter that is past the customer shutoff valve, then it is the customer's responsibility." The City's 2024 service line survey describes the pipe on your side as "the underground pipeline located between the City's water meter and your building facility/house". This is South Gate's own statement.
- South Gate
- Leaks on the run from the main to the meter. The Water Division's flyer puts a leak on "the inlet side of the meter that is closest to the street" on the City, and among the emergencies it asks customers to report is a service line leak, with "water leaking in the parkway". The City's survey calls the meter "the City's water meter". Neither document says who owns the pipe between the main and the meter, or who replaces it when it wears out rather than leaks, and the municipal code has no water service regulations that say so.
- The property owner
- The pipe from the meter to the house. A leak "on the outlet side of the meter that is past the customer shutoff valve" is the customer's responsibility, in the flyer's words. The City's 2024 survey inventoried "all the private plumbing systems to document the material of the underground water pipeline connecting to the City's water meter", and says that where a lead line is found the City will contact customers about replacement "only if a lead service line is found serving their property, in which case the property owner will be responsible for its replacement".

City of South Gate, Public Works Water Division, Reporting Water Emergencies (2019) - "Leak Responsibility?"What South Gate reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
South Gate has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 91% of South Gate's land inside the boundary it maps for the city's own water system. Within the same city limits it also maps "GSWC - HOLLYDALE" (7%). A share of land is not a share of homes: open space counts the same as a dense block. Measured 3 Oct 2026.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
The sewer lateral leaving your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. In many places the two answers are opposites.
