Who is responsible for which part
Santa Fe Irrigation District owns and maintains the line from its main to the meter, and stops there. Section 11.3 of its Administrative Code provides that "Water meters and laterals to meters from the District's distribution lines are the property of the District. All lines and facilities beyond the meter are the property and the responsibility of the property owner." This is Santa Fe Irrigation District's own statement.
- Santa Fe Irrigation District
- The lateral from the District's main to the meter, and the meter. "The District shall maintain and repair services as needed, and replacements shall be made when necessary", and "The District's ownership and maintenance, repair and replacement obligations stop at the meter."
- The property owner
- Everything past the meter. "The maintenance of the flange or coupling on the customer's side of the meter and any valves, pressure regulators, backflow device or piping are the responsibility of the customer", and "The District is under no obligation to repair leaks on the customer's side of the meter."

Santa Fe Irrigation District Administrative Code (adopted February 2026)What Santa Fe Irrigation District reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Santa Fe Irrigation District has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 96% of Solana Beach's land inside the boundary it maps for Santa Fe Irrigation District. A share of land is not a share of homes: open space counts the same as a dense block. Measured 25 Sep 2026.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Solana Beach gives the opposite answer to the one above:
Solana Beach puts the whole lateral on the owner, from the main to the house. Section 14.04.100 provides that "The property owner serviced by a sewer lateral shall be responsible for cleaning, maintaining and repairing the sewer lateral between the sewer main and the lateral connection to the structure."
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
