Who owns the water service line in Simi Valley, CA
The water answer in Simi Valley is the opposite of the sewer one, on the same property. Ventura County Waterworks District No. 8, whose ordinance is printed in the City's own code, states plainly that "the District has jurisdiction and maintains the water system up to and including the water meter that provides service to a property", and that "all piping beyond the water meter, including backflow prevention assemblies, shall be the responsibility of the customer". So the District carries the service line to and including the meter, while the City's sewer chapter carries none of the lateral. - The water system up to and including the meter. Section 6-15.04 of the Simi Valley Municipal Code, which prints Waterworks District No. 8's own ordinance, gives the District jurisdiction and maintenance "up to and including the water meter that provides service to a property". The meter itself is on the District's side of the line, which is the detail most often lost when this is summarised as "up to the meter".

- Everything past the meter. Section 6-15.04 makes "all piping beyond the water meter, including backflow prevention assemblies" the customer's responsibility, and section 6-15.04(c) repeats it for the assemblies themselves: "backflow prevention assemblies are owned and maintained by the customer".

- Nothing conditions where the line falls, but one thing decides whether this answer applies to a given address at all, and it is not a detail. Ventura County Waterworks District No. 8 is not the only water supplier in Simi Valley. Golden State Water Company serves part of the city under a tariff filed with the California Public Utilities Commission rather than under this ordinance, and the same municipal code defines that company as a term of its own in the separate waterworks chapter at section 6-11.202. Section 6-15.04 binds District customers. A Golden State customer's answer is in that company's tariff and is not stated here, so the supplier named on the bill is the thing to check before relying on this. The chapter itself is recent and has been replaced whole twice: the code's editor records that Ord. No. WWD-19, effective 7 November 2025, "amended Chapter 15 in its entirety", the previous version having derived from WWD-18, effective 15 May 2023.
