That is the opposite of Santa Rosa's sewer answer, where the entire lateral to the main is the user's - so the two pipes under one garden divide in different places. - Everything past the meter. The City's inventory page states that "the customer's responsibility begins after the water meter and all the pipe downstream going toward the home".
- What else is worth knowing
- The meter is the line and nothing conditions it - but the two pipes under your garden do not divide in the same place, and that is the thing to hold on to. Your water line stops being yours at the meter; your sewer lateral stays yours all the way to the main under the road. A plumber quoting for "the line to the street" is describing two different jobs depending on which pipe you mean. Note also that the licences differ: the City says water service lateral and meter plumbing work "requires a Class A or Class C-34 Contractor" while sewer lateral plumbing work requires a Class A or Class C-42, so one contractor is not automatically qualified for both. But Santa Rosa adds a clause almost nobody else publishes: the City "may, in its sole discretion and at City expense, elect to perform occasional repairs" on the stretch between the main and the back of the curb or sidewalk. Discretion, not a duty - so ring the City before you ring a contractor.
