Who is responsible for which part
In Sand City the whole lateral, from the building to the District's main, is the owner's. Seaside County Sanitation District, which owns and maintains the collection system in the city, says on its page that "The district maintains the sewer main line through jetting and chemical cleaning. However, the lateral line that connects the individual home or business to the main line is the responsibility of the property owner."
- The property owner
- The lateral from the wye at the main back to the building. The District's code names its two parts: the house sewer, "a sewer line beginning two feet outside the foundation of any building and running to the property line", and the lateral sewer, "that portion of a sewer between a building and collecting main which lies within a public street". The District's Sewer System Management Plan says the same: "Sewer laterals are owned, operated and maintained by individual property owners from the wye connection at the sewer main, back to each building."

What to do: Before building a lateral or house sewer, or connecting to the District's sewers, in Sand City, use a plumber or contractor licensed by Seaside County Sanitation District, apply to the District for the permit shortly before work starts, and leave the trench open until the District has inspected and approved the pipe.
Seaside County Sanitation District Code section 4.05.050, Permits requiredWhy this matters
The work is inspected before it is buried and before it is used: "No backfill shall be placed until sewer has been inspected and approved by the authorized representative of the district", and "Sewers shall not be put in service until a certificate of inspection is issued." Whoever makes the connection needs the District's own licence: "No person shall make any connection with the district's sanitary system unless he holds a valid and unrevoked license from the district to do so." Under section 4.20.020 that licence goes only to a holder of a State contractor's licence for plumbing or sewer work who has posted a surety bond of at least $500. A permit lapses if the sewer is not built within 10 working days of the application, so apply close to the start date.

How this compares to neighbouring cities
1 of the 6 nearest cities draws the line somewhere else. Each authority publishes only its own rule.
Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main; your water line stops being yours at the meter.
