Who owns the water service line in Sacramento, CA

The City maintains the water line up to the point of service - normally the far side of the meter, but the right-of-way boundary where the meter sits on private land. Everything beyond that point is the customer's sole responsibility. This is Sacramento's own statement.

Where the responsibility divides

Sacramento
Up to the point of service. The City states that its "responsibility to operate, maintain and repair public water mains shall extend only to the point of service", and defines that point as "the location where the city's distribution main delivers water to the customer's private water line" - "generally ... at the downstream side of the meter", except that "in any location where the meter is outside of the city right-of-way containing the city distribution main, the city's point of service is located at the boundary of the city right-of-way". Which of the two applies depends on where the meter was set, so the boundary is not in the same place on every property.
The property owner
Everything beyond that point. The City states that "the operation, maintenance and repair of any private water line connected to the point of service shall be the customer's sole responsibility", and defines a private water line as "a water pipeline that is owned and maintained by a party other than the city, beyond the city's point of service". Where the meter is on private land rather than in the right-of-way, that includes the meter and the run back to the property boundary. The same section requires the customer to indemnify the City against claims arising from the condition of that line.

The customer is responsible for the private sewer line "regardless of the cause", and the code says that line includes the portion under the public road. The department may unblock or repair the part nearest the main where there is an accessible cleanout, but it is not required to and doing so changes nothing.
