Roseville lays the water service pipe to a point that "ordinarily ... shall terminate within two feet in back of a sidewalk", and the City's responsibility "with respect to ownership, maintenance, and repair" does not extend past it. Everything from there into your building is yours to "maintain and keep in good repair". This is Roseville's own statement.

The service connection and service pipes out to their terminal, owned, maintained and repaired. Municipal Code section 14.08.020 provides that "the water division shall install service connections and lay service pipes up to the coterminous of the public easement or interest in land and the property of the applicant", that "ordinarily, such service pipes shall terminate within two feet in back of a sidewalk", and that "the responsibility of the city with respect to ownership, maintenance, and repair of any water service connections and service pipes shall not extend, in any case, beyond the terminal of the service pipes, or at the location of the coupling on the customer's water meter, if one is installed". Section 14.08.050 keeps "the distribution system, its valves, gates, reservoirs, and all appurtenances and appurtenant properties ... under the control of the city at all times".

Everything past the terminal of the city's service pipes, inside the building and out. Section 14.08.150 provides that "all consumers, whether owners or not, shall maintain and keep in good repair the water pipes on the interior and exterior of the property served", and adds that "such persons shall not allow faucets or water closets to leak".

What else is worth knowing

Find the terminal, because it is not where most people assume and the code gives two ways to locate it. Ordinarily the city's service pipes "terminate within two feet in back of a sidewalk"; where there is no sidewalk, the environmental utilities director sets the point "based upon where a sidewalk would ordinarily be located". The same subsection then names an alternative - the city's responsibility stops at the terminal "or at the location of the coupling on the customer's water meter, if one is installed" - and since California has required a meter on essentially every municipal service connection since the start of 2025, that alternative is the one almost every reader falls under. So the coupling on your meter is the practical line to work from, not the sidewalk. What the code does not say is where your meter sits relative to that terminal; if yours is somewhere unexpected, that is the thing to ask about before anyone digs. Either way the run from there across your front garden to the building is yours, along with every pipe inside it. One more thing worth knowing if you are paying for a new connection: section 14.08.020 has you pay the city's estimated installation costs in advance, and requires the director to "refund any amounts collected with the application which exceed the actual costs" once the work is inspected. And one thing to check before you rely on any of it: the State's register puts the City's system over about two thirds of Roseville and the next system, Placer County Water Agency's Foothill system, over 1.7%. The remaining third is ground inside the city limits that no published service area reaches - open land, or a boundary nobody has filed, which look identical from the register and are not a rival utility. Check the name on your water bill before spending anything on the strength of this page. The State's register also puts a small part of Roseville in San Juan Water District's service area; if San Juan Water District bills you, its own rules apply.
