Who is responsible for which part
Redlands maintains the service from the water main up to and including the meter, and the owner has everything past it. Section 13.08.040 provides that "The services and connections extending from the water main to the meter and including the meter shall be maintained by the division. All pipes and fixtures extending from the meter or lying beyond the meter shall be installed and maintained by the owner of the property." This is Redlands's own statement.
- Redlands
- The service connection and the meter, maintained by the City's water division. The code defines the service connection as "The tapping of water mains and the laying of pipes from the main to the curb line and the setting of the meter and meter box", and gives every service a curb cock on the inlet side of the meter "for the exclusive use of the board".
- The property owner
- All pipes and fixtures from the meter onward. Section 13.08.050 adds that "The jurisdiction and responsibility of the division shall end at the meter and the division will in no case be liable for damages beyond the meter."

Redlands Municipal Code section 13.08.040, MaintenanceWhat Redlands reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Redlands has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 59% of Redlands' land inside the boundary it maps for the city's own water system. A share of land is not a share of homes: open space counts the same as a dense block. Measured 26 Sep 2026.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Redlands gives the opposite answer to the one above:
In Redlands the private sewer lateral runs from the building to the public sewer line, and it is the owner's to inspect, maintain, repair and replace. Section 13.44.160 of the City's code provides that "Each property owner shall, at the property owner's expense, inspect, maintain in good working order, repair and replace, as necessary, the PSL so that it does not cause or contribute to any sewage overflow from either the PSL or the public sewer."
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
