Who is responsible for which part
Portola maintains the water service from its main to and including the meter, and the pipe beyond the meter is the owner's. Section 13.08.045 provides that "The city shall be responsible for, and maintain the water service connections from the water main to and including the water meter, the yoke, and if installed by the city, the compression fitting which connects the water meter to the service pipe." This is Portola's own statement.
- Portola
- The service connection from the main to and including the meter, the yoke and, where the City installed it, the compression fitting that joins the meter to the service pipe. The code defines a connection as the pipeline and facilities "such as the curb stop, meter and meter box" that carry water from a main to premises, and provides that "All facilities installed by the city on private property for the purpose of rendering water service shall remain the property of the city". Another section speaks of plumbing connected to "a service connection or main belonging to the city".
- The property owner
- Everything past the meter. The same section provides that "All pipes and fixtures beyond the said compression fitting shall be installed and maintained by the owner of the property." The customer must also provide "a valve on his side of the service installation to control the flow of water to the piping on his premises".

Portola Municipal Code section 13.08.045, Service connectionsWhat Portola reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Portola has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 97% of Portola's land inside the boundary it maps for the city's own water system. Measured 26 Sep 2026.
- Classified does not mean inspected, and this system inspected less than most. Portola established 8.7% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Portola gives the opposite answer to the one above:
Portola puts the sewer service connection on the owner from the main. Section 13.08.045 provides that "The service connection from the sewer main shall be installed and maintained by the property owner."
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
