Who is responsible for which part
Porterville does not maintain or repair the water pipe running from its meter to the property; that pipe is the consumer's. Section 25-13.1 provides that "The city shall not maintain or repair any water pipe from the meter or the premises served", and section 25-6 has the City make the connection by installing a meter, after which "the consumer, at his own cost, shall extend the pipe therefrom to his property." This is Porterville's own statement.
- Porterville
- The service connection from the City's main, which it completes by installing the meter. The Public Works Department's own page describes its Water Division's work as "managing the City's water distribution system, maintaining service connections", and section 25-6 has the City make that connection by installing a meter, after which the consumer extends the pipe from it. The City's courtesy leak adjustment guidelines list "a City water meter, meter seal, meter box, service connection, or other City-owned water-system component". Nothing the City publishes says in terms who repairs the service pipe between the main and the meter.
- The property owner
- The pipe from the meter to the property and everything on it. The consumer must "furnish, install, and keep in repair, free from leakage and in safe condition, all service pipes, fixtures, stopcocks, and other apparatus and appliances, which may be required for receiving and controlling water", and repairing water lines "between the water meter and the structure" damaged by a tree is the adjoining property owner's responsibility.

What Porterville reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Porterville has classified less of its network than most of California: 68.9% of its service lines are still unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 96% of Porterville's land inside the boundary it maps for the city's own water system. Within the same city limits it also maps "PORTERVILLE DEVELOPMENTAL CENTER" (5%). A share of land is not a share of homes: open space counts the same as a dense block. Measured 26 Sep 2026.
- Unclassified means nobody has established what the pipe is made of. It does not mean lead was found.
- Classified does not mean inspected, and this system inspected less than most. Porterville established 0.0% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Porterville gives the opposite answer to the one above:
Porterville puts the house connection on the owner for its whole length. Section 25-43 provides that "The city will maintain all lines belonging to the city, but the property owners shall maintain all others including the house connection for its full distance from the main or lateral to the house or premises."
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
