Who is responsible for which part
Pleasanton looks after the pipe from the main to the meter, and the owner has the pipe from the meter to the building. A January 2026 report to the City Council put it this way: "Traditionally, the City is responsible for infrastructure from the water main to the water meter, while property owners are responsible for infrastructure from the meter to the building." This is Pleasanton's own statement.
- Pleasanton
- The infrastructure from the water main to the meter. The municipal code defines the service line as the supply line from the main to the property line, including the meter, and keeps meters and the facilities the City furnishes the property of the City, with the right to repair, replace and maintain them.
- The property owner
- The infrastructure from the meter to the building. The municipal code adds that the City is not responsible for installing or maintaining any water line beyond the end of its service connection or meter. The City also asks customers not to turn the water off at the meter, because "the unit belongs to the City of Pleasanton" and the cost of repairing damage to the meter or its box falls on the property owner.

City of Pleasanton, City Council Agenda Report, 20 January 2026, Item 14 (Public WorksWhat Pleasanton reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Pleasanton has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- This answer applies inside the area the State maps for Pleasanton's own water system, which does not follow the city limits: some addresses in the city are served by another supplier, and some outside it are served by the city. An address search checks which side an address is on.
- The State's service area map puts effectively all of Pleasanton's land inside the boundary it maps for the city's own water system. Within the same city limits it also maps "ALAMEDA COUNTY FAIRGROUNDS" (2%). Measured 25 Sep 2026.
- Classified does not mean inspected, and this system inspected less than most. Pleasanton established 3.5% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Pleasanton gives the opposite answer to the one above:
Pleasanton keeps the trunk sewers and gives the owner both lengths of pipe that reach it. Section 15.32.100 provides that "The city shall maintain all trunk sewers. Maintenance of side sewers and service laterals shall be the responsibility of the property owner served by such sewers." Section 15.08.480 defines the service lateral as "the pipe between the trunk line and the user's side sewer connection at the edge of the street or easement".
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
