Who is responsible for which part
Parlier draws the water line the way it draws the sewer lateral: the owner's out to the main, with the City paying for street repairs unless the owner, the occupants or tree roots caused them. Section 13.10.250 provides that "Property owners and water consumers are responsible for repairing and maintaining the laterals connecting their premises to the public water mains", and that, unless the owner, the occupants or trees and roots made the repair necessary, "all repair work performed within the public right-of-way shall be at the expense of the city." This is Parlier's own statement.
- Parlier
- Repair work in the public right-of-way that needs an excavation, at the City's expense and under the direction of the director of public works - unless it was made necessary by the owner, the occupants, or trees or roots.
- The property owner
- Repairing and maintaining the water lateral connecting the premises to the public water main, and any repair in the right-of-way that the owner, the occupants, or trees or roots made necessary. The consumer also provides, at their own expense, the corporation stopcock, meter box, gate valve and valve box on or near the property line, and "All expenses for installing, adjusting, repairing or replacing water meters shall be charged against the consumer."

Your other pipe: the sewer lateral
For the sewer lateral, Parlier says:
Parlier puts the lateral on the owner out to the main, but pays for street repairs unless the owner, the occupants or tree roots caused them. Section 13.40.080 provides that "Property owners and consumers are responsible for repairing and maintaining the laterals connecting their premises to the public sewer mains", and that, unless the owner, the occupants or trees and roots made the repair necessary, "all repair work in the public right-of-way shall be at the expense of the city."
Both pipes divide in the same place here — the main.
