Who owns the water service line in Ontario, CA
The City's own utility maintains the pipe from the main to the meter, sets and maintains the meter, and owns what it takes over. Section 6-8.830(a) provides that "The Municipal Utilities Company shall maintain the service connection extending from the water main to the meter", and that "The applicant shall install and maintain all pipes and fixtures extending or lying on the outlet side of the meter, excluding a City provided shutoff valve, twelve (12)-inch brass nipple and coupling". This is Ontario's own statement.

- The service connection from the water main to the meter, the meter itself, and a short run of fittings just past it. Section 6-8.830(a) provides that "The Municipal Utilities Company shall set and maintain a meter on each service connection", and keeps on the City's side the shutoff valve, the twelve-inch brass nipple and the coupling on the outlet of the meter. Section 6-8.829 settles ownership: "Title to all water facilities, whether installed by the City or a developer, shall be vested in the City upon completion of all work, testing, chlorination, inspection and acceptance for use".
- The property owner
- Everything on the outlet side of the meter beyond those City fittings, and section 6-8.830(b) states the other half of the line without qualification: "The City assumes no responsibility for the maintenance and operation of a customer's water system beyond the service connection and point of ownership by the City". The definition in section 6-8.803 fixes where that is - service connections "shall terminate at the customer side of the meter and meter box located at a specified place approved by the City".
- What else is worth knowing
- The handover is a few inches past the meter, not at its face, and that is worth knowing if a leak is right there: the shutoff valve, the twelve-inch brass nipple and the coupling on the outlet side are the City's, so a failure in those fittings is the City's to fix rather than your plumber's. Two things move cost back onto you. The City maintains the meter, but "the customer or owner shall be held liable for any damage to the meter due to his or her negligence"; and the angle curb stop on the inlet side is "intended for the exclusive use of the Municipal Utilities Company to control the water supply through a service connection", so damage to it from your use falls on you. Use your own shutoff instead. And before relying on any of this, check the name on your water bill: the Cucamonga Valley Water District serves a small part of the city, and if it bills you, its own rules govern your service rather than these sections.
