Who is responsible for which part
Norco puts the whole private lateral on the owner, with two exceptions the City pays for. Section 14.07.410 provides that "The maintenance of the private service lateral shall be the sole responsibility of the property owner. The private service lateral shall extend from building to the point of connection at the public sewer main."
- The property owner
- The private service lateral from the building to its connection at the main, including routine cleaning: "Routine maintenance for cleaning and clearing of the private service lateral shall be the responsibility of the property owner."

What to do: If a street tree stands near your lateral and roots are suspected, have an independent contractor video the line before any repair, keep the recording, and give a copy to the Department of Public Works with your request. If a blockage needs excavation, ask the City about its option to do the work against a deposit, which is refunded less costs if the fault proves not to be yours.
Norco Municipal Code section 14.07.410, Maintenance of private linesWhy this matters
This exception is not limited to the length under the street - it speaks of the private service lateral as a whole. What decides it is evidence: section 14.07.410(E) provides that "Prior to an owner requesting reimbursement for repair costs from the City, the owner of the sewer lateral shall have a third party perform a video inspection to determine the cause of a sewer lateral blockage", and the City reimburses the video's reasonable cost where it confirms street-tree roots.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main; your water line stops being yours at the meter.
