Newman's Water Department repairs the service up to the meter, and the consumer has everything past it. Section 11.05.110 provides that "The Newman Water Department shall, at its own expense, make all repairs necessary to water mains, meters and pipe lines connecting with water mains. The Water Department shall make no repairs or do any work, whatsoever, on water pipe lines, beyond the meter connection." This is Newman's own statement.
- Newman
- The water mains, the meters and the pipe lines connecting with the mains, repaired at the Water Department's own expense. "All meters are the property of the City".
- The property owner
- The water pipe lines beyond the meter connection. The consumer "shall at his own risk and expense furnish, install and keep in repair, free from leakage and in safe condition all service pipes, fixtures, stopcocks and other apparatus and appliances which may be required for receiving, controlling, applying and utilizing such water."

Newman City Code section 11.05.110, Water metersWhat Newman reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Newman has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 99% of Newman's land inside the boundary it maps for the city's own water system. Measured 26 Sep 2026.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Newman gives the opposite answer to the one above:
In Newman the property owner is responsible for the sewer line all the way from the house to the City's main in the street. The City's Public Works Department answers the question directly: "The sewer line from the house to the main line in the street is the responsibility of the property owner." Section 11.06.060(E) of the City's code provides that "All persons shall keep their house sewer connections in good order at their own expense".
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
