Who is responsible for which part
In Nevada City the City is responsible only for the sewer main lines; the lateral line from a property to the main is the landowners'. Section 13.08.085 of the City's code provides that "All expenses with respect to sewer lateral lines, including without limitation, installation, maintenance and repair, shall be borne by and be the obligation of the landowners of properties with connections to that sewer lateral line", and that "The City is responsible only for sewer main lines, not for sewer lateral lines."
- The property owner
- The sewer lateral line, which the code defines as "a sewer line with no more than three (3) authorized connections before connecting with a sewer main line". A lateral line can have up to three authorized connections, so it may be shared, and its expenses are the obligation of all the landowners connected to it. The City's public works FAQ adds: "You should note that your lateral may cross other properties and extend into the street, but repair is still your responsibility."

What to do: If you are selling in Nevada City, ask City Hall whether a backflow prevention device verification is on file for the property. If not, have a plumber or contractor install one and ask City Hall for an inspection well before escrow is due to close.
Nevada City Municipal Code section 13.08.086(A)(2), Requirement for back-flow prevention devicesWhy this matters
The device, also known as a backwater valve, stops sewage in the main from backing up into the private lines when the main is cleaned or plugged. A building permit triggers the same requirement, and the owner of every improved parcel is responsible for any damage caused by not having one. It can be any type the Uniform Plumbing Code approves, and it has to be installed where it can be readily observed.
