Who is responsible for which part
Sweetwater Authority owns and is responsible for the lateral up to and including the meter, and the customer has everything after it. Its Rates and Rules provide that "The Authority retains ownership of and responsibility for the Authority's side of the lateral and the meter", and that "Generally, the Authority's side is from the water main in the street up to and including the water meter." This is Sweetwater Authority's own statement.
- Sweetwater Authority
- The lateral from the water main in the street up to and including the meter, which the Authority owns and is responsible for.
- The property owner
- "The customer shall be responsible for all piping on the customer's side of the meter and the connection to the customer's valve on the customer's side of the meter." "The customer's side begins after the water meter discharge and includes the customer's valve."

Sweetwater Authority, Rates and Rules (effective 1 January 2026)What Sweetwater Authority reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Sweetwater Authority has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts effectively all of National City's land inside the boundary it maps for Sweetwater Authority. Measured 25 Sep 2026.
- Classified does not mean inspected, and this system inspected less than most. Sweetwater Authority established 3.5% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, National City gives the opposite answer to the one above:
National City puts the whole line on the owner, with a City service for blockages under the street. Section 14.06.160 provides that "The property owner is responsible for the building connection line from the house to the main", and section 14.06.170 that the building sewer and "the building connection serving such building sewer or drainage piping shall be maintained by the property owner."
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
