Who is responsible for which part
In Manhattan Beach the sewer lateral is the property owner's, from the building to its connection with the public sewer. Section 5.38.010 of the City's code provides that "Sewer laterals between the buildings and the connection to the public sewer are owned and maintained by the property owner served by the lateral."
- The property owner
- The whole lateral, which the same definition calls "the wastewater connection between the building's wastewater facilities and a public sewer system". The City's general sewer chapter says the same in older words: section 5.36.240 provides that "All house connection sewers, industrial connection sewers and appurtenances thereto shall be maintained by the owner of the property served".

What to do: Tell the Building Inspector in writing as soon as the lateral work is ready for inspection, and leave it uncovered until the Inspector has examined it.
Manhattan Beach Municipal Code section 5.36.140, Inspection of work. Ord. 639Why this matters
The owner owns and maintains the lateral to the public sewer, and the chapter covers renewals, alterations and repairs of house connection sewers. The person doing the work gives the Building Inspector written notice as soon as it is ready; pipes covered before the inspection have to be exposed again on the Inspector's notice, and defective work removed or repaired. House sewers are also water-tested under section 5.36.180.
