- The tariff states that "the service pipe, curb stop, meter, and meter box furnished by or on behalf of the utility and located wholly or partially upon a customer's premises are the property of the utility". The utility's own "Who's Responsible for What?" page describes the same span in plain words, and in terms of upkeep rather than title: SJW "is responsible for the pipes that bring water from the water main located under the street, all the way to the meter outlet coupling".

The same page states that "customers are responsible for everything from the connection of their service line to SJW's coupling", itemising the service line from the meter to the house, the house valve, and all plumbing fixtures inside and outside. Its tariff makes it a condition of service that the customer "furnish and lay the necessary piping to make the connection from the service connection to the place of consumption" and "keep such piping in good repair".

For the sewer lateral, West Valley Sanitation District says:
The District's ordinance code says "the lower sewer lateral is owned by the district" - the run from the property line cleanout to the sewer main in the street. On who maintains it, the code says more than one thing. It says the District "will maintain" the lower lateral and "is generally responsible for the maintenance, cleaning, inspection, repair, and replacement" of it. But for lower laterals and cleanouts installed before 1 November 2026, a further sentence reads "the district may continue to maintain, clean, inspect, and repair existing lower sewer laterals", on conditions, and the code does not say how these fit together. Where your side ends is not fixed either. The code's definition puts it at the cleanout, the cleanout included, "unless otherwise provided by district ordinance or policy", and another section names both the cleanout and the connection at the public sewer. Without an approved, accessible cleanout, the maintenance of the whole run to the main is yours. Confirm with the District where your side ends and whether it will maintain, repair or replace the rest before relying on it.
