What to do: Before replacing the building sewer, have the contractor obtain the building sewer permit from the City and call the Inspector when the line is ready for inspection and connection.
Los Banos Municipal Code section 6-5.03, Building sewers and connectionsWhy this matters
The owner keeps the building sewer to the main, the connection included, so a replacement is the owner's work under this permit. The connection "shall be made during the presence and under the inspection of the Inspector", and an old building sewer may be reused for a new building only if the Director finds on examination and test that it meets the chapter.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
