Who is responsible for which part

Elsinore Valley Municipal Water District owns and maintains the service connection through the valve on the customer's side of the meter; everything beyond it is the owner's. Its rules provide that the service connection, with the angle meter stop "and customer service valve on the outlet side of the meter, shall be installed by the District and shall become the property of and shall be maintained by the District", and that "All other pipes and fixtures extending from, connected to, or lying beyond the District's service connection shall be installed and maintained by the owner of the property." This is Elsinore Valley Municipal Water District's own statement.

What this page cannot tell you

  • This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
  • The State's service area map puts 97% of Lake Elsinore's land inside the boundary it maps for Elsinore Valley Municipal Water District. A share of land is not a share of homes: open space counts the same as a dense block. Measured 25 Sep 2026.
  • 42,639 is the whole of Elsinore Valley Municipal Water District's reported inventory, not this city alone. The State's file records no city for these lines, so they cannot be counted per city.
  • Classified does not mean inspected, and this system inspected less than most. Elsinore Valley Municipal Water District established 6.4% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
  • These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
