Who is responsible for which part
Imperial puts the whole sewer service line on the owner, from the house to the main. Section 18-11 provides that "Individual sewer users are responsible for maintenance of individual service lines to the main line", and section 18-10 that the "Property owner is responsible for sewer service connections from the sewer service lateral from house to the main line."
- The property owner
- The service line and lateral from the house to the main line, including the length under the street. A blockage is the owner's to deal with first: "it shall be the responsibility of the property owner or occupant to take reasonable steps in locating and clearing the stoppage to the junction with the main line."

What to do: For a new connection, obtain the City's sewer permit. For any work in the street, obtain the encroachment permit before digging, and arrange the Superintendent's supervision of the connection.
Imperial City Code chapter 18, Sewers and Sewage DisposalWhy this matters
The owner's line runs to the main, so work under the street is the owner's too, and it is done under the City's eye: connections in the right-of-way "shall be made by property owner and/or applicant under the supervision of the Superintendent of Public Works Construction", and the applicant reimburses the City's costs arising from the work. Work on the lot is at the owner's sole expense, to the Standard Specifications and the plumbing code.
