Who is responsible for which part

In Hollister the building sewer, which runs from the building to the City's public sewer, is the lot owner's to pay for, maintenance included. Section 13.04.170 of the City's code provides that "All costs and expenses incurred in connection with the construction, installation and maintenance of a building sewer shall be discharged and paid by the lot owner", who also indemnifies the City against claims arising from its installation.

The building sewer, which section 13.04.010 defines as "the extension of the building drain to the public sewer or other place of disposal". The building drain ends five feet outside the building wall, where the building sewer begins. Every lot needs its own building sewer; the Director may allow one to be shared "where provisions have been made for joint maintenance by all owners served." Where a backflow check device is required, it is maintained by the owner.

What else is worth knowing

Nothing splits the building sewer between the City and the owner; it runs to the public sewer, and the code does not say who keeps the connection itself, which must be made to City standards and only after inspection by, and in the presence of, the Director of Public Works. These sections govern property on the City's sewer.
