Healdsburg installs and maintains the water service from the main to a shutoff valve just inside the curb line or sidewalk, and the owner repairs leaks on private property. Section 13.12.120 provides that "All water service pipes and connections to water mains within the City shall be installed and maintained by the City to a point inside the curb line or sidewalk where an approved shutoff valve shall be installed as near the water meter location as possible." This is Healdsburg's own statement.
- Healdsburg
- The water service pipes and connections to the mains, as far as a shutoff valve inside the curb line or sidewalk. A damaged or leaking galvanized service is replaced by the City "upon application and payment by the owner or consumer for a new service".
- The property owner
- The pipe on private property. The City's utility billing answers state that "If the leak is on private property, the property owner is responsible for all related repairs", and the code requires customers to repair breaks or leaks over 100 gallons an hour "within the customer's plumbing or private distribution system" within 72 hours of finding them or being told.

Healdsburg Municipal Code section 13.12.120, Maintenance of water service connections generallyWhat Healdsburg reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Healdsburg has classified less of its network than most of California: 38.5% of its service lines are still unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 76% of Healdsburg's land inside the boundary it maps for the city's own water system. Within the same city limits it also maps "SONOMA COUNTY CSA 41-FITCH MOUNTAIN" (1%). A share of land is not a share of homes: open space counts the same as a dense block. Measured 26 Sep 2026.
- Unclassified means nobody has established what the pipe is made of. It does not mean lead was found.
- Classified does not mean inspected, and this system inspected less than most. Healdsburg established 5.5% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Healdsburg gives the opposite answer to the one above:
In Healdsburg the property owner repairs and replaces the whole private sewer lateral, from the building to the public main, including the part under the street. Section 13.20.465 of the City's code provides that "The owner shall perform all necessary repairs, including replacement, of all components of the private system (sewer lateral, sewer main, building sewer, etc.)". Routine maintenance is limited only where there is an accessible cleanout: the owner then maintains the lateral "up to the front property line, provided a cleanout accessible to maintenance forces is available."
Your sewer lateral is yours to the main; your water line stops being yours at the property line.
