Who owns the water service line in Gilroy, CA

Gilroy's department of public works keeps the service and the meter as its own, with the repair duty for ordinary wear. Section 27.14 provides that "All services and water meters installed by the department of public works shall remain the property of the department of public works and shall be maintained, renewed and repaired by the department of public works when rendered unserviceable through ordinary usage". Where the responsibility divides

Gilroy: The service from the main and the meter, which section 27.27 places "in the public rights-of-way unless permission for another location is granted by the city engineer".
The property owner: The service pipe on the property side of the meter. The code states the department's side and leaves the rest with the consumer by implication; section 27.23 speaks of a plumber "connecting service pipe to the property side of a meter", and section 27.11 provides that "No consumer shall permit leaks or waste of water."
What else is worth knowing: The department's duty is for ordinary usage: where repairs to a meter are made necessary "by the act, negligence or carelessness of the consumer", the cost is "charged against and collected from the consumer in the same manner as a water bill". The department can also require you to fit a shut-off valve at your own expense - section 27.26 places it "inside the property line and on the street side of any fixture, including sprinklers". The City's system covers almost all of Gilroy, but not every address - check the name on your water bill.
