Who is responsible for which part
Galt splits the lateral by kind of work rather than by length. Section 14.10.100 provides that "it is the responsibility of the property owner, at the owner's expense, to maintain the sewer service lateral from the premises to the City owned and operated main line. Such maintenance shall include the removal of tree roots and other blockages", and that "The City will repair damaged and deteriorated lateral lines in the City right-of-way at the City's expense, unless such damage was caused by the property owner."
- Galt
- Repair of damaged and deteriorated lateral in the City right-of-way, at the City's expense - but not clearing it, which stays with the owner.
- The property owner
- Clearing and upkeep of the whole lateral from the building to the City main - roots and blockages included - and repair of the lateral within the property boundaries: "The property owner is also responsible for repairs of the lateral line within the property boundaries."

What to do: Before a replacement or any work at the connection, have a licensed plumber or contractor obtain the City's permit. If the problem is a broken pipe in the street rather than a blockage, ask the City first - that repair is the City's unless the owner caused it.
Galt Municipal Code section 14.10.050, Connection permit requiredWhy this matters
The owner clears the lateral all the way to the main, but work that opens into the public sewer - a reconnection or a replacement - needs the City's written permit and a licensed plumber or contractor, and under section 14.10.090 whoever connects "shall be held responsible for any injury he may cause to the sewers or the public street".

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main; your water line stops being yours at the meter.
