Who owns the water service line in Fresno, CA
The City maintains the water service from the main up to and including the meter, and the customer maintains the pipe from the meter to the house. That is the opposite of Fresno's answer about the sewer lateral under the same driveway, which is the owner's the whole way to the main. This is Fresno's own statement.

- The run from the main to and including the meter, stated without qualification: "It is the City's responsibility to maintain the water service from the water main up to and including the water meter." There is no condition attached - no cleanout, no prior inspection, no programme membership. The municipal code adds title on top of that duty, though in narrower terms than the web page's flat promise: where a water service has been installed in a public street or easement to the City's requirements and "has been accepted by the Director, then the main, hydrant, or service shall become the property of the city and a part of the water system of the city" (section 6-514(e)). Meters and fixtures the city installs "shall continue to be the property of the city, and may be repaired, replaced or removed by it at any time".

- The pipe from the meter to the building. "The service line is the pipe delivering water from the water meter to the house or building. The property owner is responsible for maintaining and repairing their own service line from the house or building to the point of connection with the water meter."
- What else is worth knowing
- The meter is the line and nothing else conditions it, which makes this one of the simpler answers anywhere. Two things are still worth knowing. Before assuming a service line fault on low pressure, check the main house valve and the curb-stop in the meter box: the City says most pressure calls turn out to be one of those partly closed, on the customer's own property. One oddity in the code worth knowing if you ever have to argue about the exact point: it makes you responsible for everything "for receiving water from the city at the point of delivery" and then never defines the point of delivery - the term appears nowhere in the definitions, and the code leaves the detail to rules the Director may make. The Water Division's own plain answer, that your pipe runs to the meter, is the one to work from. And your other pipe answers the other way - the same City puts the entire sewer lateral on you, including the portion beneath the sidewalk and street.

The property owner maintains and repairs the whole sewer lateral, and Fresno says so about the expensive part outright: the portion beneath the sidewalk and street, up to where it joins the public main. The City will come out and tell you whether the blockage is yours or its main - but if it is yours, it is yours to fix.
