Who is responsible for which part

The City supplies the water across the city and keeps the service and the meter as its own, with a repair duty attached. Section 14.16.120 provides that "All water services and water meters connected to the water system shall remain at all times the property of the city and shall be maintained, repaired and renewed by the water department when rendered unserviceable by normal wear and tear". This is Fountain Valley's own statement.

Fountain Valley
The water service and the meter, as property and as a repair duty through ordinary wear. The shut-off valves are the City's too: section 14.16.110 provides that "All shut-off valves and service cocks are installed by the water department for the use of the department".
The property owner
The pipework from the meter into the property, beginning with your own valve: section 14.16.110 requires that "all consumers shall provide their own valves and shut-off cocks between the water meter and the first outlet placed by the consumer".

What else is worth knowing

The City's duty is for ordinary wear. Meter repairs "rendered necessary by any act resulting from malice, carelessness or neglect of the consumer", or by hot water or steam damage, are charged to the consumer under section 14.16.120. And leave the City's valves alone - they "shall not be used or molested in any way or manipulated by the consumer or any person except in extreme emergency", which is why the code requires your own. The City's system covers almost all of the city.

What Fountain Valley reported to the State about service-line materials

Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.

The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.

Fountain Valley has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you

  • This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
  • The State's service area map puts effectively all of Fountain Valley's land inside the boundary it maps for the city's own water system. Measured 25 Sep 2026.
  • Classified does not mean inspected, and this system inspected less than most. Fountain Valley established 6.1% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
  • These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.

Your other pipe: the sewer lateral

For the sewer lateral, Fountain Valley gives the opposite answer to the one above:

Fountain Valley puts the whole lateral and its junction with the main on the owner. Section 14.36.067 provides that "All sewer laterals shall be maintained by the owner of the property served by such lateral in a safe and sanitary condition so that there is no seepage of waste at any point from the structure to and including the junction of the sewer lateral at the sewer main", and that "It shall be the responsibility of the city of Fountain Valley to keep the sewer mains free and clear for the even flow of sewage".

Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.

Same trench, separate authorities, decided separately.
