Fortuna repairs the water line from the main to the meter and nothing past it. Section 13.04.070 provides that "The city shall, at its own expense, make all repairs necessary to water mains, meters and pipelines connecting with water mains", and that "The city shall make no repair or do any work whatsoever on the water pipeline beyond the meter connection." This is Fortuna's own statement.
- Fortuna
- Repairs to the water mains, the meters and the pipelines connecting with the mains, at the City's expense. Section 13.08.010 adds that "All water meters are the property of the city and the city will maintain and repair them when in its judgment such repairs are needed."
- The property owner
- The water pipeline beyond the meter connection. The code puts this as a limit on the City rather than a duty on the owner: the City does no work past the meter. It does require consumers to install, "at their own expense, a shutoff valve inside the property line" where the City's water employees can reach it.

Fortuna Municipal Code section 13.04.070, Repairs - LiabilitiesWhat Fortuna reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Fortuna has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 78% of Fortuna's land inside the boundary it maps for the city's own water system. A share of land is not a share of homes: open space counts the same as a dense block. Measured 26 Sep 2026.
- Classified does not mean inspected, and this system inspected less than most. Fortuna established 8.6% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Fortuna gives the opposite answer to the one above:
Fortuna's code puts the building sewer, the part from the building to the property line, on the property owner, and does not say who maintains the lateral under the street. Section 13.28.080 provides that "Building sewers shall be maintained by the owner of the property served thereby", and section 13.24.040 defines the building sewer as the part of a sewer beginning at the building's plumbing or drainage outlet "and running to the property line or to a private sewage disposal system."
Your sewer lateral is yours to the property line; your water line stops being yours at the meter.
