Del Oro Water Company owns the service pipe, the curb stop, the meter and the meter box; the customer lays the piping from there to the house and keeps it in repair. That is the split the company's CPUC tariff draws, and its billing page adds that repairs to the customer's water lines are not the company's job. This is Del Oro Water Company, Ferndale District's own statement.
- Del Oro Water Company, Ferndale District
- Title to the run from the main to the meter. The company's Rule 16, on tariff sheets 322-W to 328-W effective in 1991 and posted as a scanned image, says the utility will "furnish and install the service pipe, curb stop, meter and meter box" at its own expense - where there are dedicated streets or easements, at a convenient place between the property line and the curb or, where necessary, inside the customer's property line; and it provides that those facilities are the utility's property even where they sit wholly or partly on the customer's premises. The rule states no duty to repair them - its access clause lets the company reach its equipment, which is permission rather than a promise. The company's billing FAQ says the same of the fittings a customer can see: "The water meter and valve are DOWC property". The company's definitions (Rule 1, effective 1 February 2020) place the service connection at "The point of the customer's piping or ditch with the meter, service pipe, or ditch owned by the utility."
- The property owner
- The piping from the service connection to the house. Rule 16 makes it a condition of service that the customer furnishes and lays that piping and "shall keep such piping in good repair", and fits a main valve on it between the service connection and the point of use. The company's billing FAQ describes "customer-requested repairs to the customer's water lines" as work "not part of Del Oro's responsibility", for which a charge may apply.

Del Oro Water Co., Inc., Rule No. 16What Del Oro Water Company, Ferndale District reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Del Oro Water Company, Ferndale District has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 87% of Ferndale's land inside the boundary it maps for Del Oro Water Company, Ferndale District. A share of land is not a share of homes: open space counts the same as a dense block. Measured 26 Sep 2026.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
The sewer lateral leaving your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. In many places the two answers are opposites.
