Who is responsible for which part
Farmersville makes the whole lateral the owner's, the wye connection to the main included. Section 13.08.010 provides that "The sewer lateral begins two feet outside a building and includes all sewer cleanouts and the wye connection. Sewer laterals are not part of the sanitary sewer system and the maintenance, repair and/or replacement of the lateral is solely the responsibility of the property owner."
- The property owner
- The sewer lateral - "a pipe used to transport wastewater from a building sewer to the city's sanitary sewer main" - with its cleanouts and the wye connection. Section 13.08.150 adds that the owner "shall repair, replace and maintain their sewer lateral or sewer connection when required".

Farmersville Municipal Code section 13.08.010, DefinitionsWhat is required
Farmersville Municipal Code section 13.08.150 requires the owner to have the lateral inspected or tested upon "The occurrence of a sewer lateral backup or blockage which results in a sanitary sewer overflow", or upon "A licensed plumbers' determination that the lateral may be damaged."
What to do: After a backup that overflows, or if a plumber says the lateral may be damaged, arrange an inspection or test of the lateral; if it has to be replaced, hire a contractor and ask the City what approvals the work needs.
Farmersville Municipal Code section 13.08.150, Sewer lateral and sewer connectionWhy this matters
The owner "shall repair, replace and maintain their sewer lateral or sewer connection when required; and shall be liable for any damages which may result from the failure to do so." No inspection is needed if the lateral was replaced by a licensed contractor holding a City business license, or was inspected in the past six months and showed no damage and no backup or blockage. If the lateral must be replaced or relocated, "the property owner shall have a contractor perform the installation, replacement or relocation of the sewer lateral", and a new or replaced lateral needs cleanouts.

How this compares to neighbouring cities
4 of the 5 nearest cities draw the line somewhere else. Each authority publishes only its own rule.
Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
