Who is responsible for which part
In Escalon the property owner maintains the whole sewer lateral, from the building to the City's main, including the wye or saddle where it joins the main. Section 13.08.265 of the City's code provides that "The property owner shall maintain all sewer laterals, connection lines and appurtenances from the structure served by the sewer lateral to the main", and the code's definition of the sewer lateral includes the wye or saddle at the sewer main.
- The property owner
- The sewer lateral, defined in section 13.08.013 as "a privately owned sewer line which connects a building or other structure or structures to the sewer main and receives sewage from a sewer connection", with the connection lines and appurtenances. Section 13.08.025 requires the owner, "at the property owner's sole expense", to "inspect, maintain in good working order, repair, rehabilitate and replace, as necessary, all sewer laterals, connection lines and appurtenances from the premises to the sewer main."

What to do: Before building, connecting or altering a sewer connection, apply to the City of Escalon's building inspector for a sanitary sewage permit, and for an encroachment permit if the work reaches the connection at the main.
Escalon Municipal Code section 13.08.200, Sanitary sewage permitWhy this matters
The owner inspects, maintains, repairs and replaces the whole lateral, including the wye or saddle at the main, at the owner's sole expense, so work on it is the owner's to arrange. The code defines a sewer connection as "a sewer line conveying waste from the premises of a user to a sewer main or sewer lateral". The application goes to the building inspector in writing, on the City's forms, and the permit is issued once the work is shown to meet the chapter's rules and the fees are paid; the fee covers one inspection.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
